Black weeaboos are very uncommon sight on the internet due to the contradicting stereotypical traits between black people and weeaboos. Whenever the netizens see a black person of the internet that shows an above-average interest in the Japanese Culture, they are usually met with hilarity and ridicule.
Origin
A picture of a bunch of black fans was photoshopped so that their hands “hold a picture a popular Kyoto Animation cartoon Lucky Star”
This was later set with the caption:

Spread
On some anime convention, a trio of anime cosplayers were crossdressing as a stereotypical Japanese School girl.
This has gained positive reactions from the internet as two of these trios are black who were clearly bored out of their mind because nobody who actually watches anime think Rei Ayanami is a better waifu than Asuka Langley Souryu.
Some people slapped a caption which started the spread of the meme
